It works by not having to compute final gather or global illumination, it generates a fake but semi-accurate Volumetric Light Bake* for projecting directly to the materials.

Volumetric Light Bake* means that if either you have moving objects or not it will still work and update accordingly, because light is baked in space and not in geometry.
It's obviously designed for interiors but it will still works for outside scenes as long as everything is inside the boundaries and the resolution of the calculation is enough.
